One of President Jimmy Carter's most difficult issues to resolve during his tenure in office was how to defuse the Iranian Hostage Crisis.  Blind-folded Americans being paraded in front of the international media projected an image of impotence in world affairs.  Vacillating policies - both domestic and foreign - communicated to the world that the United States was experiencing a Crisis of Confidence.
