In recent weeks, more and more school districts in Madison and St. Clair counties have had to make major program reductions, initiate employee layoffs, and issue additional debt for 2013-2014. Included in this letter is information regarding the dire financial picture facing local school districts. Board Provides Update on Governor Quinn’s Budget Proposal and Its Impact on District 7

The Board, at its last meeting on February 25, 2013, discussed that the District anticipates a $600,000 shortfall for 2013-2014. However, the District could lose another $400,000 in State funding for 2013-2014 based on Governor Quinn’s State of the State budget proposal. If approved, the Board will need to find $1 million in order to balance next year’s budget. [More Info]

Tickets for the IHSA Boys Basketball State Finals

Tickets for the IHSA boys basketball state finals on Friday, March 15, and Saturday, March 16, will be available today from 3:00-7:00 P.M. and from 7:00-9:00 A.M. on Thursday. EHS is scheduled to play at 8:15 P.M. on Friday, March 15, at the Peoria Civic Center’s Carver Arena. All seats are reserved. Lower Bowl tickets are $10.50 per session, and Upper Bowl tickets are $8.50 per session. If you want to sit in the Edwardsville reserved section, you are advised to purchase tickets in advance.

This afternoon, I spoke with public officials from the Village of Glen Carbon, and they confirmed that while progress is being made toward isolating the water main break, it is unlikely that water service will be restored at Cassens and Glen Carbon Elementary Schools by tomorrow, Friday, February 1. The tragedy at Sandy Hook Elementary School in December caused shock waves around the world. No one knows what goes on in the mind of someone who could commit such an act, but the loss of so many innocent children and those who were charged with their care has caused all of us to reflect and ask ourselves whether we are doing everything within reason to protect our children.

 As we look toward the future and improvements we can make to our safety plan, it is appropriate that we recognize past Boards of Education, the Edwardsville Police Department, the Glen Carbon Police Department, and the Madison County Sheriff’s Department for their many years of proactive, collaborative efforts to ensure the safety of our students and staff. Illinois Pension Reform

As you are probably aware, Governor Quinn and some members of the Illinois legislature are proposing to shift the State’s Teacher Retirement System (TRS) pension liability to local school districts and their taxpayers as part of Illinois pension reform. Should legislative action be approved to shift TRS pension costs from the State to local school districts and their taxpayers, District 7’s operating budget would be immediately impacted by approximately $7 million annually.   As a result, the District would be forced to either reduce/eliminate programs and staff or go back to the taxpayers to fund this cost shift. Attached is the letter President Roosevelt and Board members will send to Governor Pat Quinn, House Speaker Michael Madigan, Senate President John Cullerton, and other state legislators outlining the Board’s opposition to shifting the State’s pension liability to school districts, as well as other financial issues impacting the District. We want to thank Representative Dwight Kay, Senator Bill Haine, Representative Dan Beiser, Senator Jim Clayborne, Senator Kyle McCarter, and Representative Jay Hoffman for their continuing efforts in opposing the State’s pension liability to local school districts and their taxpayers.

Although rain and clouds delayed the launch by one day, the simultaneous launch of two weather balloons – the EHS balloon at the EHS Sports Complex and the Columbus/SIUE balloon at Columbus School’s parking lot – took place Tuesday around 10:15 a.m. Both balloons lifted flawlessly into the air and could be seen in the clear blue sky for several minutes before chase teams set out to retrieve them.  [More Info]

We are pleased that negotiations have been completed and we wish to thank our 1,000 employees for accepting a salary freeze. We understand that this was a sacrifice for everyone involved.

Unfortunately, the financial crisis that we’re experiencing is far from over. As a board, we will continue to balance the needs of our students with the financial resources provided by our taxpayers during these difficult economic times.

Many taxpayers are struggling to make ends meet, while providing over 76% of District 7’s funding through property taxes. The Board will continue to be sensitive to all taxpaying residents, many of whom live on fixed incomes and most of whom have no children in our schools. [More Info]

The Edwardsville District 7 Schools total enrollment has increased 124 students from the 2011-2012 school year. The student counts, taken every sixth day of enrollment at the beginning of each school year, show a total enrollment of 7,541 students which continues to make District 7 the largest K-12 school district in Madison County. As of Wednesday, August 22, District 7 sixth day enrollment stands at 7,541 students, an increase of 123 students from the 2011-2012 school year, continuing to make District 7 the largest K-12 school district in Madison County.

Superintendent Ed Hightower said that this is the first time that every grade level K-12 has exceeded 500 students. “As a bedroom community, we are pleased to see families continuing to move into the District 7 boundaries as evidenced by an increase from the last year’s enrollment of 7,418 students. We want to thank the Board of Education for approving the addition of staff to address the overall class size issues at a time when the economy is at an all-time decline,” Hightower said. Edwardsville Board of Education, EEA Reach Tentative Agreement

Superintendent Ed Hightower and Edwardsville Education Association Co-Presidents Dave Boedeker and Wendy Adams announced that the EEA and the District 7 Board of Education reached a tentative agreement pending approval by the Association and the Board of Education.

The EEA will meet tonight to vote on the tentative agreement. If the teachers approve the contract, the Board will ratify the contract on Monday, August 27, at its regularly scheduled board meeting.

Details of the tentative agreement will not be released nor will comments be made until both the EEA membership and the Board of Education approve the contract. [More Info]

District 7 Preschool Academy

The District, in response to the needs of parents, will begin the District 7 Preschool Academy, a full-day, tuition-based preschool program for children ages 3-5, for 2012-13. This program, which is open to District 7 residents, will be staffed by certified early childhood teachers and paraprofessionals. District 7 has extended kindergarten registration during a two-week period in April. Registration will be conducted at each of the District’s primary buildings, Hamel, Midway, Nelson, Glen Carbon, Goshen and Leclaire Schools, on the following dates:

• April 10 7:30 a.m. - 4:00 p.m.

"Riley, you must spell the next word correctly to win the 2012 District 7 Spelling Bee. The championship word is timorously. Pam timorously responded to her name and said that she had not finished her book report," Mrs. Linnemeyer, the District 7 Bee pronouncer said.

Riley Kloostra began her ritual of writing the word on her hand with her finger and spelled, "T - I - M - O - R - O - U - S - L - Y," to win the District 7 Bee. Riley out spelled eighteen District 7 participants. This is Riley's third year participating in the District 7 Bee and first time winning; however, Riley placed 2nd last year at the District 7 Bee, has won her school spelling bee since 5th grade, and has advanced to the Scripps Written Semi-Final Bee at Maryville University. During the past two years, Riley qualified for Finals in the Regional Bee as well.

Liberty wishes Riley the best of luck at the upcoming Scripps Written Semi-Final Bee, All Divisions, at Maryville University where she will compete against other 3rd though 8th grade students from Missouri and Illinois. Congratulations Riley and happy spelling!

School spirit filled the halls of Goshen Elementary the week of Jan. 23. The school was in full regale celebrating its annual School Spirit Week. [More]


Glen Carbon School celebrated Super Bowl week by challenging its pre-kindergarten to second grade students to collect as many canned goods as they could for their favorite Super Bowl team. It was a close competition, but the winning team based on the canned good collection was the New York Giants. Mrs. Mayberry’s second grade classroom made a math lesson out of the collection and counted all the donated items. The students donated 181 cans for the Giants and 144 cans for the New England Patriots. The real winner of the week was the Glen Ed food pantry which received 325 canned goods to support families in need.
