Groundbreaking Held at Lincoln to Kick-off Construction
District #7 held a groundbreaking ceremony on May 22 at Lincoln Middle School to kick off construction as part of the 2023 bond referendum.
The construction is made possible by the bond referendum passed at the April 4, 2023, Consolidated General Election by the District #7 community. The $100 million zero-tax-rate-increase bond issue, which will fund projects at every school in District #7, will address identified facility needs, essential safety and security upgrades and other identified critical maintenance needs, and provide an improved learning environment for District #7 students.
One of the identified projects is a partial renovation and rebuild at Lincoln Middle School. The construction will keep the original 1925 portion of the school building intact. Over the decades, Lincoln Middle School has undergone various additions, which has led to different floor levels that require steep stairs to get from one area of the building to another. The renovations and rebuilding will help improve the navigability of the school.

When complete, the renovations will enhance safety, security, and access to the building and will create a comfortable and conducive learning and working environment for students, teachers, and staff.
Construction at Lincoln Middle School will result in new gymnasiums, a renovated theater, new performing arts classrooms, a new commons area and added handicap accessibility. There will also be a renovation of classrooms that will equip students with modern technologies and resources to facilitate innovative teaching and learning.
Demolition Begins at Lincoln Middle School
Demolition at Lincoln Middle School is underway on the north side of the campus.

The north side currently being demoed will be rebuilt with the new gyms, the kitchen, the commons area, media center and locker rooms. It will open for students in the fall of 2025.
The entire Lincoln Middle School renovation and rebuild is projected to be finished in the fall of 2027.

Construction Updates With Alex the Architect
August 2023
Lincoln Middle School
Seven weeks ago, the district switched architects and is now working with BLDD. Since then, the project is at a schematic design package, which essentially shows pictures of where the design is at. They are now moving into design development.
Demolition of the 1941 portion of the building, along with some of the 1953 portion of the building, began on Tuesday, August 8. That part of the building houses, ag, art, maintenance and technology. The 1953 portion is completely down, while work continues on sub cutting the third floor of the 1941 portion. Throughout the next two weeks, they will be cutting those roof and floor slabs, and once complete, a large excavator will tear that portion down.
Once it is down to the floor slabs, jackhammering will take place on the floor of both the 1941 and 1953 portions. This will last until mid-September and will be followed by digging the foundations and hopefully having those poured before winter sets in.
Hamel Elementary
Plans continue to be refined for Hamel, to make it the most cost effective, yet, quality building.
Midway Elementary
Crews will regrade the site first to see if that mitigates any of the water issues. That will all be done outside of the building. Once complete, it will be analyzed for a year to see if that helped the water problem.
Secure Entries
Secure entry hardware at Liberty Middle School, Cassens Elementary, Goshen Elementary, Midway Elementary and Worden Elementary is projected for next summer.
With the designs of Lincoln Middle School and Hamel Elementary, secure vestibules will be incorporated.
Vestibules will need to be built out at EHS, Woodland Elementary, Glen Carbon Elementary and Leclaire Elementary.
Nelson Elementary and Columbus Elementary will require additional design work.

The project at Lincoln continues to be on schedule and under budget.

The demolition of portions of 1941 and 1953 buildings are complete.

The utility and site grading package for $677,000 to S. Shafer Excavating was approved by the Board of Education at September's monthly meeting. This will include utility prep for the addition as well as regrading the beginning of digging for the foundation. Additionally, trees between Lincoln and the tennis courts will be removed for the addition to allow for needed space that will benefit students and staff. Any tree removed with a circumference of 36 inches will be milled and utilized in construction projects.

The addition is still scheduled to be ready for the fall of 2025.
Midway

Package went to bid last week (which was also under budget) for work on mitigating the water around Midway’s building.

Once approved by the Board of Education in October, work is expected to begin quickly thereafter in late October or November. The work to be done will be earthwork and grading. A new drainage swale will be put in to mitigate water from the building.

Student activity outside will not be impacted. Students will still have access to the playground and the asphalt.
EHS Commons

Working towards design development set, which should be available soon.

Construction is scheduled to begin late August/early September of 2024 with exterior work. Upon the 2024-25 school year's completion, this will be tied in and connected to the existing commons space. Scheduled to be open for use in the fall of 2025.
Playgrounds

Project is in initial stages and playgrounds are currently being assessed with a consultant from Cunningham Recreation by looking at the type of play, equipment, surfaces, and accessibility.
Secure Entries

December 2023
LINCOLN MIDDLE SCHOOL
Construction at Lincoln Middle School continues to be on schedule and under budget. The addition’s structure and exterior materials went out to bid early December and were approved by the Board of Education during the December monthly meeting. As stated by the Construction Manager, Kerry Lorts with SM Wilson Co, the work bid to date is nearly $2 million lower than the preconstruction estimates.
Design-wise, District #7 District Architect Alex Metzger stated that the addition's interior is almost complete. New interior renderings were shared at a design presentation to the Board of Education during its December monthly meeting by Damien Schlitt of BLDD Architects. The interior will use durable materials while maintaining a playful and engaging space to encourage learning through strategic color and graphic placements. This package is expected to go to bid in late January and will complete the bid packages for the addition. Once this package is complete the design team will refocus design efforts on the renovation of the existing building. The community will begin to see the addition take shape this spring.
Additionally at Lincoln, work on the front entrance will begin after school lets out for the year and by the start of 2024-25 school year a new handicap accessible entrance, secure entry vestibule, and new bus drop-off / pick-up will be ready. The new entrance will also house the administrative and nurse suite, although that will not be complete until late December 2024.
MIDWAY ELEMENTARY SCHOOL
The district’s plan for addressing water and drainage issues at Midway is complete through the partnership of our construction manager, Holland Construction Services. The work began in early November with the installation of a construction fence. In the weeks that followed, a perimeter foundation drain tile around the classroom wing and a shallow detention basin were installed, with the field being regraded and sodded to allow positive drainage away from the building and into the detention basin. The construction fence will remain until the spring to allow the sod to take root. Students will be able to use the sodded area in the spring.
Throughout 2024 and 2025, officials will see how it performs in mitigating the water infiltration within the building, but they are hopeful that this is all that is required.
They also continue to monitor any settlement and, thus far, have found no further issues.
EHS COMMONS
This 8,000-square foot expansion project will begin in the summer of 2024 in partnership with our construction manager, Holland Construction Services, beginning with exterior work and erection of the expansion’s structure and facade. Focusing on the expansion first will allow for the existing commons to remain serviceable during the 2024-2025 school year. During the summer of 2025, the construction connection and interior renovation is scheduled as to once again, not impact the school year. The project is expected to be out for bid early January with Board of Education approval in February. The renovated and expanded commons will be open for use starting the 2025-2026 school year.
SECURE ENTRIES
Metzger said that although there is nothing new to report with this, work continues with hardware and locksmith companies.
At least eight schools are scheduled to be completed by the start of the 2024-25 school year, including Liberty, Cassens, Goshen, Midway and Worden, which all already have double entry doors, and EHS, Leclaire, and Woodland.

Lincoln construction:

Phase 1 (summer 2023-summer 2025) which includes: a 60,000 square foot addition that will include a competition gym, storm shelter/annex gym, library/media center, commons, six classrooms, and a multi-purpose room.

Phase 2 (summer 2024-2027) which includes: 90,000 square foot renovation, will be handicap accessible, classroom and hallway renovation, and offices and student support area.
EHS Commons:
The 8,000 square foot expansion will begin in the summer of 2024. This will include a full renovation of bathrooms and cost approximately $6.9 million.
The project at Hamel has been paused to evaluate additional options due to the asbestos mitigation that is needed and the timing of that, as well as construction costs.
The district’s plan for addressing water and drainage issues at Midway is complete with the installation of a new storm sewer and new French drain. The ground on the north and east sides of the building were regraded and sod installed. This will be watched for a year to see if it takes care of the moisture problems or if additional work is needed.
May 2024
As the school year ends, construction and projects related to the $100 million dollar bond referendum, passed in April 2023, will continue and, in some cases, ramp up. Additionally, the City of Edwardsville will be working on projects near Lincoln Middle School.
Lincoln Middle School
The new addition has started to take form over the last two months. Since spring break, the pre-cast concrete panels of the auxiliary gymnasium/storm shelter have been set into place. Immediately following this, the steel super-structure was installed, culminating with the raising of the ceremonial beam. Before the beam was raised, many students, faculty, staff, administrators, and Board of Education were offered the chance to sign it. This installation can be seen on the northwest corner of the construction, and here is a video of the beam being hoisted.
Over this summer more changes will occur, including the demolition and reconstruction of the front circle drive off West Street to become the new bus drop-off and pick-up area and the renovation of the main entrance to create a new secure entry vestibule and accessible entrance.
The footprint of the new circle drive is larger than the current one to allow proper parking and turning radii for buses. To accommodate the increased size, the trees will be removed.
In addition, the City of Edwardsville will replace the 103-year-old four-inch water main with a 12-inch line. The current main serves Lincoln Middle School but stops before reaching Schwarz Street. The new water main will connect to the existing one along IL-157 to ensure there is enough water pressure for fire safety in the schools and surrounding area.
After completing the water main project, the City will begin construction of the MEPRD (Metro East Park and Recreation District) grant funded expansion of the Route 66 Trail from St. Louis Street to Schwarz Street.
The Phase 2 design package for the renovation of the existing building and exterior site work is underway, with the expectation to be out for bid in August or September 2024. The renovation will include upgraded infrastructure (mechanical, electrical, and plumbing systems), new window glazing, increased building circulation, classroom upgrades, tennis courts, softball field, and improved parent drop-off/pick-up.
Midway Elementary School
The drainage project wrapped up early this year, with the sod having been established for student enjoyment by spring break.
The interior moisture levels and building settlement will be monitored over the next year. If it indicates increased levels, additional mitigation measures will be implemented.
EHS Commons
The Board of Education voted to move the project forward in March, and the construction preparations are well underway. In July, the construction manager, Holland Construction Services, will mobilize to install the perimeter construction fence and the interior barricade partition at the existing Commons. These barriers will be established before the first day of school in August. Construction will officially begin in September with the exterior excavation and expansion. The project is anticipated to be complete and ready for use in fall 2025.
Secure Entries
As the highest priority of the Bond Referendum, the secure entries were divided into two categories: 1) schools that have existing double entry vestibules and 2) schools that would need a double entry vestibule constructed.
This summer, five schools with existing double entry vestibules (Liberty Middle School, Cassens Elementary School, Goshen Elementary School, Midway Elementary School, and Worden Elementary School) will receive upgraded door hardware and access control software to begin functioning as a secure entry vestibule in fall of 2024.
August 2024
The Lincoln Middle School project has continued to make significant progress throughout the summer and even before school starts, the renovation of the front circle drive and main entrance will be completed.
That area is on track to welcome students for the Wildcat Welcome on Friday, Aug. 9. The asphalt pavement went down last week with sod to follow. The new front drive and main entrance will be for bus pick up and drop off, while parent pick up and drop off will move to the south lot at the gymnasium for this year.
The original main entrance, built in 1925, had numerous stairs that led into the building and to an interstitial landing area between the first and second floor. Entrants would then either go upstairs to the main office or downstairs to the first floor. When entering the building now, there will be no stairs to go up or down; instead, individuals will walk right to the first floor, making it fully accessible.
The SSO will be housed in the vestibule, with the school resource officer, attendance secretary, and school nurse directly to the south of the entrance. On the northside is the main office that will house principal Michael Cory, his secretary, the receptionist, and the bookkeeper; they are anticipated to move into their new space before September.
The nine additional classrooms at the north end of the 1925 building included in the abatement scope for this summer will be renovated throughout the school year. This area is completely separated from the school proper with a full height insulated wall on each floor; this is to maintain a complete separation of the students and faculty/staff from any construction work happening, there will be no access between to the areas. Most of the demolition within that space is complete, and the contractors will soon begin constructing the new elevator shaft that will occupy that area.
Nuisance Dust Testing will be conducted throughout the entire building once the construction efforts are finished. This testing will determine if there are any construction particulates in the air and ensure they are within the acceptable range for indoor air quality requirements. We don’t anticipate any concerning findings. However, if any arise, we will promptly act to ensure a safe environment.
The 60,000-square foot addition, which will include a competition gym, storm shelter/annex gym, library/media center, commons, eight classrooms of varying size, and a multi-purpose room, is still on track to open prior to the 2025-26 school year.
EHS
A wall was constructed at Edwardsville High School to separate the Commons addition from the non-construction area. Construction will officially begin in September with the exterior excavation and expansion. The project is anticipated to be complete and ready for use in fall 2025.
Secure Entries
Five schools with existing double entry vestibules (Liberty Middle, Cassens Elementary, Goshen Elementary, Midway Elementary, and Worden Elementary) all received upgraded door hardware and access control software to begin functioning as a secure entry vestibule this fall. The new main entrance at Lincoln Middle will also have a secure double entry vestibule.
Plans are underway to complete safe and secure double entry vestibules at the remaining schools.
Columbus Playground
The district is advertising bids for the Columbus playground project with the anticipation of bringing those to the Board of Education for approval in August.
